Sadly you got a bug. There is an option when talking to Johnny (I think it’s the second option) and if you pick that you get the relic malfunction for the rest of the game. There is no fix right now except to go back before you picked it. This also happened to me

so i was having this also. reloaded a save before the dialog with silverhand, skiped everything and waited the effect to go away before calling judy. It did stop, all fine now.
